Preserve COI

iRedistrict® allows to specify which area(s) should be preserved in plans (i.e., it will not split apart the specified area). These areas are called Communities of interests (COI).

There are two ways to preserve COI with iRedistrict:

  • Draw over the area you'd like to preserve on the map

  • Load a polygon shapefile

Draw COI polygons

Click "Show COI toolbar" to show the COI tool at the bottom of the map. Then click "Draw COI" on the COI toolbar to enter the drawing mode. A sequence of mouse clicks will draw a sequence of line segments in the map. Double-clicking will close the lines to make a polygon and exit the drawing mode

When calculating the district, the COI boundaries will be preserved. The district boundary will not cross the COI boundary.

COI drawings can be saved as a shapefile.

Load COI file

Click the button “Load” from the COI toolbar and then choose several or all polygons from the file as COIs. Alternatively, you can click the COI menu and then “Load saved COI drawings…”.

If you choose to load a neighborhood layer and selects all neighborhoods as COIs, then the generated plans will guarantee that each individual neighborhood is completely within one district (i.e., no split).
